To drive the development of online public service delivery and integrate IT systems across departments and agencies the Japanese government has created a new Digital Agency.

Prime Minister Yoshihide Suga declared it a top priority to personally lead the campaign to transform the government's outdated IT systems and paper-based services into the digital era and the agency was launched on September 1.

Just two days after the government's handling of the Covid-19 pandemic resulted in record-low poll ratings Suga announced his resignation as the Liberal Democratic Party's leader. The majority of cities are once again under emergency conditions after the summer's surge in case numbers.

Takuya Hirai a minister for digital transformation was made a digital minister in charge of the new agency's operations. Yoko Ishikura a former manager with the consulting firm McKinsey & Co. was selected as its chief officer.

According to the news website, Japan Times Hirai noted at the launch event how important it was to alter the attitude of employees across all government departments and agencies. Digitalization matters to every policy in this day he said.

According to the 2020 Digital Competitiveness Ranking created by the IMD Business School in Lausanne, Switzerland, which rated Japan 27th out of 64 nations worldwide, Hirai stated Japan needed to admit that it's IT strategies had failed in the past.

Applications for an emergency cash distribution program had to be processed manually and efforts to provide telemedicine and online classes during lockdown were impeded by the inadequate IT infrastructure in hospitals and schools.
